Adds the exact CodeWire Rust 1.91.1 toolchain, clippy, rustfmt, and four release target standard libraries to the checksum-pinned, networkless system-hz runner image build. Infra will consume the published digest only after the isolated prefetch/build transaction verifies every archive.
