The isolated system build reached the checksum-pinned Helm fetch, then an upstream TLS connection reset after 188 seconds. Add bounded retries to the two exact public fetches that lacked them. Versions, URLs, expected checksums, and fail-closed verification are unchanged.

Validated with diff checks and a redacted working-tree secret scan.
